The IRT Form Building Tool is a Microsoft Excel® spreadsheet to aid in the construction of parallel (equivalent) test forms using item response theory (IRT). Like ASC’s Angoff Analysis Tool, the Form Building Tool is straightforward: simply paste the IRT parameters into the blue input area, and the output tables and graphics will automatically update. Up to four forms can be constructed, with items assigned or deleted from each form by a “1” placed in the relevant cell, as seen below.
With IRT, parallel forms are constructed by designing forms to have equivalent test response functions (TRFs) and test information functions (TIFs). The Form Building Tool calculates both the TRF and TIF for each form, as well as a table of the mean and standard deviation of the IRT parameters for each form. The graphics and tables update in real time as you add/delete items, so the tool works interactively to help you design forms to be parallel.
